Turns out that we actually do correctly pass empty arguments to the
command. This bug was just a misunderstanding when implementing SDK
debug support where %R and %S where being passed within quotes, hence
not recognised as placeholders by the registry.

  if one of the config file place holders (%R and %S) are empty, we
  should insert a "" into the command line.
