[Bug 1383485] [NEW] when a locale is not set unity8-dash fails to start

Public bug reported:

I tried to run Unity8 on a system where the LC_ALL locale was not set
(LC_ALL=). The dash couldn't be loaded and the initial screen (with the
"loading scopes" message) was flickering. When I checked the
.cache/upstart/unity8-dash.log there was the following error message:

 ERROR! Caught unity::scopes::ConfigException: Cannot instantiate run time for client, config file: :
    unity::scopes::MiddlewareException: cannot initialize zmq middleware for scope c-337f828200000000:
        locale::facet::_S_create_c_locale name not

When I manually set the locale to en_US.UTF-8 unity8 started normally.

** Affects: unity8 (Ubuntu)
     Importance: Undecided
         Status: New
