[Bug 1384352] [NEW] screen doesn't go to sleep

Public bug reported:

I have set settings to "screen sleeps after 30 minutes". But it doesn't.
I got up last night to switch the screens off because the light was
bothering me. A while ago, I reported a bug that screen wouldn't sleep
after ctrl-L while it would sleep otherwise. Now it's the other way
round.
