[Bug 1384783] [NEW] Allow group-based entries in /etc/lxc/lxc-usernet

I've recently ran into a few cases where it'd have been very useful to
be able to grant veth allocations to a group rather than to a user.
This will also be required for running LXC on top of Unity8.
Can we please add a syntax like:
%lxcusers veth lxcbr0 10
Which would allow any group member of lxcusers to create veth devices on
lxcbr0 with an INDIVIDUAL limit of 10.
