[Bug 1387643] [NEW] Pruning of probably stale sessions should be less aggressive
Public bug reported:
Right now, after 10 non-successful attempts to deliver location updates
to clients, the service considers the client to be hanging or dead and
prunes the session from the service's cache. With that, if the app wakes
up again, it does not receive updates for the same session anymore. A
restart of the app fixes the issue.
