dialer app can thrash cpu after caller hangs up on you

steps:
1. answer call from someone using snap decision bubble
2. talk for a while
3. let the caller hang up on you

expected results:
dialer app isn't using 100% cpu after call

actual results 
dialer app continues to thrash cpu
