so i flashed the latest RTM on krillin using --wipe, the device just had vivid installed
upon boot i saw the eula prompt for gps in the welcome wizard
did some testing, needed to reflash, again to RTM using --wipe
this time, there was no prompt in the welcome wizard for the eula

I believe after --wipe it should have re-prompted
