[Bug 1392399] [NEW] Enabling/Disabling the GPS provider does not reliably enforce the provider to be stopped

Whenever the user requests satellite-based positioning to be disabled,
the location::Engine instance should walk through all providers and
disable the ones requiring satellites for positioning.
