[Bug 1393152] [NEW] establish connection even if wireless hardware is removed

Hallo

TESTCASE:

Start from a fully working wireless connection.
*Shutdown
*Phisically remove the wireless card and connect with ethernet
*Reboot
*Sometime you will see the NM trying to connect to wireless net and sometime stating that is connected

Is expected that it don't try to connect to a not existing net (no way
to receive)
