You should be able to install the debugs symbols to see what exactly is
happening, but nothing has been changed in the download manager in a
long time to have issues with the lib.

  mako/vivid does not show install progress

Bug description:
  I use a n4 with the vivid channel and I'm on image #20. When I go to a
  app in the store and click on "Install" I see now change in the UI,
  i.e. no download progress, no change in the button etc. But I do see
  activity in the u-d-m download logs and eventually the screen will
  refresh (or at least turn blank) and the app is installed.

  The log also shows me some "download_db.cpp:285] Parameter count
  mismatch" errors.
