These problems have not been seen after the syncing issue with
gmenumodel interaction was fixed.

  Missing networks from scan list

Status in “indicator-network” package in Ubuntu:
  Fix Released

Bug description:
  While I see in the indicator and in system-settings a scan list that
  looks somewhat complete, if I compare the scan results in the
  indicator with what "nmcli dev wifi list" reports, there are some
  discrepancies (compare with the attached screenshot):

  For example, "Ruckus-Wireless-1" is not present at all; while "Instant
  Setup" is; so it doesn't seem to be because networks with low signal
  would be filtered. Similarly; "MChef Guest" isn't present; so it
  shouldn't be due to security settings.
