[Bug 1407497] [NEW] Volume control don't work if balance is changed

How to reproduce:
  1) Go to the Sound Settings
  2) Change Balance
  3) Try to control volume in sound indicator

What should happen:
  1) Volume control within Sound indicator should work as usual

What happen:
  1) Volume control don't do anything or mute sound

Extra:
  Set balance, turn sound all way down (in Sound settings) -> balance go to center!
