[Bug 1407914] Re: [phone] No way to force a retry of GSM data connection

Sure, I might be overthinking this, and if the logic ends up as "!wifi
&& enough_gsm_signal === gsm_data_connection", then this bug would be
moot.

With the only caveat that I think we can only retry a GSM data
connection every so often to not waste battery, but if that interval is
low enough (5s?) and more than that, it's triggered on attempting a
network connection, we'll be covered.

I'll mark Won't Fix, then.

Title:
[phone] No way to force a retry of GSM data connection

Status in Ubuntu UX bugs:
  New
Status in indicator-network package in Ubuntu:
  Won't Fix

Bug description:
When in spotty coverage areas, the GSM data connection sometimes fails, and due to bug #1235120 there's no feedback on why there's no network available.
There's also no way to force a retry of the data connection other than toggling flight mode or the data connection type in cellular settings.

I would feel more in control if the GSM connections would be listed in
the network menu with the ability to switch to one of them (so being
able to switch data SIMs in a dual-SIM phone without going to
settings). Currently they're some magic connections that supposedly
work by themselves, but this assumption breaks when they stop working.
