[Bug 1410526] [NEW] Cannot reverse an upgrade

This has been a specific problem for me in the past.  I wish to keep
this alive in your minds.

When doing an upgrade from one version of ubuntu to another there are
often surprises that uses view as nasty.  For example the unity desktop
replacing the Gnome2 desktop (for whatever reasons it is a good idea
cost Ubuntu a lot of users).  Or for me bug #775317 where a newer
version of postscript  failed to process files that the older version
had.

For this reason there needs to be a "downgrade" path that can be used to
go back to a previous version.
