[Bug 1411637] [NEW] apt-get command line upgrade, to know when to restart

Public bug reported:

When you run the application Software Updater and I install some updates
which need a restart of your computer, it tells you that you need to
restart your computer. But when running this command in Terminal: sudo
apt-get upgrade

It is not clear whether or not the packages which you have upgraded
require a restart of the computer once they have finished upgrading.

So what would be really useful instead of having to go and look in your
/var/run/ folder to check if /var/run/reboot-required exists, it would
be really good if on completion of the command for it to somehow just
tell you if a restart is required. Even if it just says either:

RESTART REQUIRED = TRUE

or

RESTART REQUIRED = FALSE

Depending on whether or not a restart is needed. Or as it used to do for
it to tell you here: Restart_to_complete_updates.bmp
