[Bug 1417228] [NEW] Documentation bug in man rsyslogd

This has been reported without any feedback to ubuntu-
server@xxxxxxxxxxxxxxxx.
Although minor, there is an issue in the man page for current rsyslogd
package in Ubuntu 14.04.1 LTS.
Regarding "-d" option, man page says:

-d Turns on debug mode. Using this the daemon will not
proceed a fork(2) to set itself in the background, but opposite to
that stay in the
foreground and write much debug information on the
current tty. See the DEBUGGING section for more information.
------
This is a lie. Using the "-d" option alone will still fork rsyslog to
background.
