  Multi-monitor - Reduce the stickyness of the 'sticky edges'

Bug description:
  The 'sticky edges' are too sticky!

  Desired solution:

  - Reduce the stickyness of the 'sticky edges'.  Will need to review in
  person at UDS and experiment with different values on different
  laptops.

  - Experiment with Sid51's idea of only using horizontal mouse movement
  to overcome the resistance.  This request is now tracked seperatly as
  bug 982543
