[Bug 1437821] [NEW] no proper foreground mode

Hi,

it's rather a feature request than a bug report:

I had to package several network services in docker images (and to start
them with supervisor as common practice). While almost all services like
webservers, ldap,... have a running mode without daemonizing, i.e. can
stay in foreground without forking, rsyslog does not seem to have this
(just a debugging mode with setting an environment variable, which,
however, did not run as expected).

Would be nice to have this in rsyslog as well to be able to start it
from supervisord.
