[Bug 1438095] [NEW] Location Service settings should persist between reboots

Steps:
1. Open System-Settings => Security & Privacy => Location Access
2. Select 'Not at all' option from the list to turn the location access off
3. Close the system settings and reboot the phone

Expect: 
Locatoin settings changes are persistent after reboot

Actual:
Location settings becomes "Using GPS only" after reboot

** Affects: indicator-location (Ubuntu)
     Importance: Undecided
         Status: New
