the backend used is the indicator-location one, it's either a bug there
or in the location daemon

Steps:
1. Open System-Settings => Security & Privacy => Location Access
2. Select 'Not at all' option from the list to turn the location access off
3. Close the system settings and reboot the phone
Expect:
Locatoin settings changes are persistent after reboot
Actual:
Location settings becomes "Using GPS only" after reboot
