[Bug 1442651] [NEW] Forced dithering with nVidia cards in trusty and newer

I am experiencing forced dithering with a Dell Precision T3500 with a
Quadro NVS 295 which appears to be regression. The monitor in use is a
Dell 2007FP with a DP to DVI adapter. I tried another monitor, a U2412M
and the issue persists. The issue didn't exist before going from 12.04
to 14.04.
I am currently running KDE, but I tested a bootable USB drive with 15.04
Beta 2 Unity/Kubuntu and 14.10 Unity/Kubuntu and noticed the same issue
on all.
I don't think this is kernel related because it doesn't happen on 12.04
with 3.13 and it does happen on 14.04 with 3.13.

I've tried nouveau, nvidia-331, and the latest driver from nVidia's
site.
Reducing the dithering to 6bpc makes it appear better, but colors still
appear washed out and you can see gradients on wallpapers that
change/shift as you move windows around. Setting dithering to off
doesn't appear to do anything.
I have this T3500 next to another T3500 with the exact same hardware
(same monitor also, 2007FP) running 12.04 that does not have the issue,
whether I use nouveau or nvidia-331. In addition to that, I have an
Optiplex 9020M near it running the same configuration of 14.04 with
Intel video that does not have the issue.
This machine does not have internet access and is updated from a local
mirror. I can provide necessary logs manually after pruning as this is a
secure, production workstation.
