[Bug 1443329] [NEW] fixrtc prefers root=/dev/ram over systempart= if the latter is set

Public bug reported:

when both, root= and systempart= are set on the cmdline (specifically if
root= points to /dev/ram) the root= parameter will always be preferred.
for an immediate solution there was a fix uploaded in initramfs-tools to
make root=/dev/ram ignored when systempart= is set in 0.103ubuntu15.

while this helps in the specific case of phones that hardcode
root=/dev/ram on their kernel commandline, we need to consider if it
makes sense to always ignore root= if systempart is set or if there is
any sane combination of systempart= and root= that would require us to
keep root=.

** Affects: initramfs-tools (Ubuntu)
     Importance: Undecided
         Status: New

** Summary changed:

- fixrtc allows setting of root= at the same time as systempart=
+ fixrtc allows setting of root=/dev/ram at the same time as systempart=
