[Bug 1446108] [NEW] Location tagging doesn't work for photos

arale device, r178, ubuntu-touch/vivid-proposed
Steps
1. Make sure GPS works in Browser(maps.google.com) and App(both Here Maps & Google Maps)
2. Launch Camera app
3. Enable location-tagging
4. Take a picture
5. Transfer to desktop
6. (install exiftool) Run "exiftool -gpslatitude -gpslongitude <image_name>"
Result
There is no location information
