You must run system-image-cli as root if you are going to do an update
(even a --dry-run one).  You can get --info as non-root.

si 3.0 shouldn't be too far away hopefully.  In the meantime, you could

  BQ Device does not update to nearest image r20 while waiting for the
  latest update r21 which is being phased

Bug description:
  The title can be a bit confusing, so let me explain the situation more
  clearly. I got my BQ device today and proceeded to set up accounts and
  get it updated. At first I got application updates and no system-image
  updates. On looking at the version number, I noticed that it was r16.
  It was last updated on 30-1-2015 according to the about page in the
  system settings app.

  Now while I understand that OTA-3 (r21) is being phased, I would
  expect my phone to at least be updated to OTA-2 (r20) since OTA-2 is
  out for everyone.
