your umask is 0002, which matches the permissions on the directory you
created. I am unsure where mkdir is doing something wrong.

  Home directories created with invalid mode

Status in coreutils package in Ubuntu:
  Incomplete

Bug description:
  When creating a new directory inside ~/

  Ubuntu 15.04: Mode is 0775.
  Ubuntu 14.10: Mode is 0755.

  UMASK is 022 in both cases so the mode should be 0755.

  This bug is for Ubuntu 15.04.
