The following messages appear in /var/log/syslog:
May  6 10:50:18 whatar systemd[1]: udev-finish.service: main process exited, code=exited, status=2/INVALIDARGUMENT
May  6 10:50:18 whatar systemd[1]: Failed to start Copy rules generated while the root was ro.
May  6 10:50:18 whatar systemd[1]: Unit udev-finish.service entered failed state.
May  6 10:50:18 whatar systemd[1]: udev-finish.service failed.

Suggest that  /lib/systemd/system/udev-finish.service include basic.target in its After config:
After=basic.target systemd-udevd.service systemd-udev-settle.service
