[Bug 1453349] [NEW] root can't access its keys using ssh

Public bug reported:

keyctl will fail to access keys as root over ssh. If you try to it
directly on the machine it works.

This seems to be fixed in 1.5.9-ubuntu1 so it should be more of a
backport.

** Affects: keyutils (Ubuntu)
     Importance: Undecided
         Status: New
