This is satisfactorily documented in the man page.
The solution, I guess, is to use --old-compress rather than -z,  or wait for my other hosts to get with the latest swank.

Bug description:
  Recently my rsyncs all fail, both to RHEL 6 and to Ubuntu 14.04 as
  remote hosts.

  $   rsync -z otherserveR:myfile ./

  rsync: on remote machine: --new-compress: unknown option
  rsync error: syntax or usage error (code 1) at main.c(1572) [server=3.1.0]
  rsync: connection unexpectedly closed (0 bytes received so far) [Receiver]
  rsync error: error in rsync protocol data stream (code 12) at io.c(226) [Receiver=3.1.1]

  I'm on the latest 15.04, and I think it started with 15.04, ie it
  seems to be a regression. (but I cannot find other recent reports).
