  Device received an image update notification but system-settings
  disagrees

Status in Ubuntu system image (server/client/updater):
  Triaged

Bug description:
  I had a problem with my device not receiving image updates
  notifications. I switched 'Download automatically' to 'Never', within
  less than an hour I received an image update notification, clicked on
  the notification but system-settings indicated that the system is up-
  to-date (cf screenshot)

  Using system-image-cli, the device upgraded successfully from 22 to
  24.
