  Launcher reordering interrupted by second touch causes launcher

  Steps:
  * long-press on a launcher icon
  * drag the icon off the launcher
  * tap somewhere with a second finger

  Expected:
  * drag is cancelled

  * launcher goes away but remains in drag state
