When booting my laptop while docked with the lid down (pair of external
monitors attached to dock), the system boots to the point of displaying
the login dialog, but immediately suspends.  When resumed from suspend
by briefly pressing the power button, lightdm displays a login screen
that just prompts for 'password' (no username).  This is under xubuntu.

Intuitively it seems that the system implements a default power manager
policy, which suspends when the laptop lid is down, before having the
chance to implement my policy which prohibits this when on mains power.

This behaviour is new in 15.04, on 14.10 and earlier it worked as
expected - at least gave me a chance to log in.

There's an easy workaround: boot with the lid up (at least my dock
permits this - I know of some that wouldn't), but it's annoying.

Not sure what packages this is - lightdm is certainly running, but is
this the culprit ?  I doubt xfce4-power-manager has had a chance to
start ?  Is there a power management service in systemd  that runs on
boot ?
