[Bug 1458336] [NEW] Allow users to decide which apps can display anything in the circle

 

Public bug reported:

Currently a user has no control over which apps can display stuff in the
circle. Potentially an app could show there something what a user do not
want. It would be nice to have for example setting (like for
notifications) which apps are allowed to use the circle.
