[Bug 1460345] [NEW] network-manager can cause a continuous IPv6 router solicitation loop

As described in the upstream bug report
https://bugzilla.redhat.com/show_bug.cgi?id=1207730, network-manager can
cause a continuous IPv6 router solicitation loop.  In my specific case,
a large number of computers running network-manager are on the network.
The resulting storm of traffic overloads the router and knocks computers
not running network-manager off of IPv6.  Could the fix please be
backported?  Thanks!
