[Bug 1466323] [NEW] The sound is not muted when set volume to zero during a call

Arale, OTA4+ image #2, channel: ubuntu-touch/rc/meizu.en

Steps to reproduece:
1. MO call to DUT2
2. Decrease the volume to minimum by pressing the volume keys
3. Check the call volume 

Expected results:
The call volume is muted

Actual results:
The call volume is not muted, still has voice output
