[Bug 1468665] [NEW] select either "no security" or" 4-digit passcode" it always display" enter Passphrase "dialog when unlock the screen

reproduce steps:
1. Click on 'Phone Locking'
2. Click on 'Lock Security'Select 'Swipe (no security)'
3. Press the power button to lock the screen and again to unlock
Swipe the greeter away

expected result:
1.we can select "no security" this option and when unlock the screen no need input passcode
actually result:
1.we can not select "no security" this option and when unlock screen,it always display enter passphrase dialog no matter what we select.
