Public bug reported:

We added cardinality user setting to some of our agg scopes (to be
released soon), like Photos and News.

I noticed these scopes no longer have the automatically added  "Enable
location data" setting, but they need that too.

I expected that to be always there, even in agg scopes when we add
another user setting.
