[Bug 1471154] [NEW] Locked phone should always re-lock after notifications

Public bug reported:

Take any Ubuntu phone and set it in System Settings to "Never" lock,
because (for example) you like not having to enter your pin all the time
when the phone is on your desk, charging.

* Lock the phone by pressing the power button
* Wait for some kind of notification - perhaps a calendar event or other alarm.

Expected behaviour:-

* Screen should re-lock a short while after showing the notification

Actual behaviour:-

* Screen stays on
 - Battery drains due to screen being on
 - Pocket emergency phone calls can be made as the screen is on, accepting swipe/touch events
 - Pocket indicator swipes can be made (which can turn on/off wifi, sound, bluetooth etc)
