[Bug 1471747] [NEW] Missing confirmation dialog when clearing browsing data

According to the UX specification

L7ve8NKLCX324/edit#slide=id.g3583da3f4_00), when clearing browsing data
(under Settings > Privacy), there should be a confirmation dialog to
give the user a chance to cancel the action.
