[Bug 1472015] [NEW] Fast scrolling from scope to the other sometimes causes the scope to scroll (within the current scope) vertically

Fast Scrolling through multiple scopes causes the horizontal scrolling
to stop and vertical scrolling to start on any random scope. If we test
this multiple times and do fast scrolling, this happens a lot. Also,
the lag in both vertical and horizontal scrolling (scopes, gallery)
which are already reported.
