Bug description:
  While testing silo landing-006, on latest vivid, every existing refund
  bug seems to be fixed, but this popped up:

  how to reproduce:
  - purchase an app in the Ubuntu Store scope
  - within 15 minutes of purchasing, go to the app preview page in the Store scope
  - click on the "Cancel Purchase" button

  expected:
  - app gets refunded
  - app is uninstalled

  what happens:
  - app gets refunded
  - app remains installed
