This same problem exists in Ubuntu 13.10:

$ sudo aptitude search aspell-pt
p   aspell-pt                                                 - Portuguese dictionaries for GNU Aspell (old package)               
p   aspell-pt-br                                              - Brazilian Portuguese dictionary for GNU Aspell                     
i   aspell-pt-pt                                              - European Portuguese dictionary for GNU Aspell  
$ aspell dicts | grep pt
pt_PT
$ aspell -l pt_PT dump master
$ ls -lah /usr/share/aspell/pt*
-rw-r--r-- 1 root root 949K May 23  2013 /usr/share/aspell/pt_BR.cwl.gz
-rw-r--r-- 1 root root   20 Oct 17  2011 /usr/share/aspell/pt_PT.cwl.gz

Unfortunatelly, the solution provided by Jorge Gustavo does not work any
more.

Status in “myspell.pt” package in Ubuntu:
  Confirmed

Bug description:
  Binary package hint: aspell

  The package aspell-pt-pt in Lucid has an empty
  /usr/share/aspell/pt_PT.cwl.gz and so the spell checking doesn't work.

  The same version package in sid doesn't have this problem.

  The package version is 20091013-1
