I was able to find a recent version of the dictionary, the fix for Saucy
is thus:

cd /tmp
wget http://natura.di.uminho.pt/download/sources/Dictionaries/aspell6/aspell6.pt-20131211.tar.bz2
tar xjf aspell6.pt-20131211.tar.bz2
cd aspell6-pt_PT-20131211-0
./configure
make
sudo make install

Bug description:
  Binary package hint: aspell

  The package aspell-pt-pt in Lucid has an empty
  /usr/share/aspell/pt_PT.cwl.gz and so the spell checking doesn't work.

  The same version package in sid doesn't have this problem.

  The package version is 20091013-1
