[Bug 1261425] [NEW] Can't get/set fr_FR.UTF-8

oem@dev32:~$ sudo locale-gen fr_FR.UTF-8
[sudo] password for oem:
Generating locales...
fr_FR.UTF-8... cannot open locale definition file `fr_FR': No such file or directory
failed
Generation complete.
The latest packages upgrade have broken the fr locale (could be due to
latest eglibc, but im not sure), everything was previously working as
expected.
