[Bug 1261425] [NEW] Can't get/set fr_FR.UTF-8

oem@dev32:~$ sudo locale-gen fr_FR.UTF-8

failed
Generation complete.

The latest packages upgrade have broken the fr locale (could be due to
latest eglibc, but im not sure), everything was previously working as
expected.
