  package kde-l10n-si (not installed) failed to install/upgrade: trying
  to overwrite '/usr/share/locale/si/LC_MESSAGES/kcmcolors.mo', which is

Bug description:
  when I checked 'Region and Language'/'Manage Install Languages', a
  message appeared saying that language installation is not complete. I
  selected 'Install Language' option and process ran for some time and
  at the end said it failed.
