I am nominally on the Ubuntu Marketing Team, I keep the list in view, anyway. As you suspect it is pretty well dormant. I have been on the list a long time, and it went through a crisis of identity a while ago, and then died, or so it seemed. Very disappointing. Although it has shown timid signs of life recently.
The problem I believe, then, and now, is that it is apparently a global list, and with 'marketing' being a bit esoteric anyway and not having an easy intuitive definition, it was pretty difficult to apparently achieve anything.
'Advertising' has the advantage that most people think they know what advertising is.
