[Bug 1312870] [NEW] Dialer does not get activitated after app lifecycle stops it

 

Public bug reported:

Mako running 302
Open the dialer
Open a lot of apps, maybe 12, this should be sufficient to force the app manager to sigstop dialer
Leave a voice message, then click on the voicemail prompt in the message menu
Nothing happens

If the app was recently used, it opens as expected.
It also opens on an incoming call so perhaps the ativation method is different when coming from the message menu.
