Also, because the scope may be already dead by the time the app is
installed.

Only the click application installer can. And the click application
installer doesn't have the translated metadata, or anything that is not
inside the click package itself.

If you have 200 apps installed on a slow SD, it might get slow,

Sure, except that we'd need a "data migration" strategy so doing it more
than once is increasingly more painful :-)
