This has now landed in production on click package index. Searches
specifying:
?q=framework:ubuntu-sdk-13.10,framework:ubuntu-sdk-14.04-dev
will match packages declaring either of those frameworks as a
dependency, as long as they don't declare a dependency on any other
frameworks. At this point, devportal still only has ubuntu-sdk-13.10
as an option.
