I'm not sure we should or can easily change that. Usually your browser
settings are what you want to see, no? Isn't this the way how it works
for other sites too?

Bug description:
I cannot select the language in which I want to read http://loco.ubuntu.com/ even though it's translated in many languages already.
The website detects the current language from the browser, but I can't select another language without changing the browser settings.
