No cookie -> use the language defined in the browser.

It just adds a feature.
There are lots of places with public computers that you don't want to
fiddle with.
For example: student campuses, web-cafes, public information centers,
and others.
The default language there is set by the admin and might not represent
the options of the users.

Translated sites usually give you the option to select which language
you want to use.
The browser language is just a default option.
Hopefully, for most users, that's all that's needed, but that's not
always so.

Bug description:
I cannot select the language in which I want to read http://loco.ubuntu.com/ even though it's translated in many languages already.
The website detects the current language from the browser, but I can't select another language without changing the browser settings.
